The boy, 13-year-old James Francis, didn't know he'd be recognized this morning at his church, which holds services at Cactus High School in Glendale.
The incident happened two weeks ago while the woman was trying to rescue her dog. James was nearby with friends and used his Boy Scout skills to help the woman out.
"Once I got the shirts together, I got them down to the woman, and she got up to a better place until the firefighters came," said Francis.
The award is given to citizens who risk their lives to save others. The woman says if it wasn't for James' quick reaction, she would have drowned.
