The child was pulled out of a backyard pool near Rural and Chandler Blvd.
The family did not call 9-1-1, but instead they took the child to the police/fire station just around the corner.
Fire officials say the child did not have a pulse when the family came to the fire station.
"The call did come in to the crew here, they were getting ready to pull out of the station when the family arrived," said Val Gale with Chandler Fire.
The 1-year-old toddler was rushed to Phoenix Children's Hospital where he is still fighting for his life.
The firefighters who worked to save the toddler were shaken up by the tragedy.
"It's a pretty tough one when you have a child like that, and a lot of these men and women have children of their own, it's very challenging for them but they have to come back and work through it," said Gale.
Investigators say there were no barriers around the pool.
