Bill would tighten regulations on service animals

The Arizona State Capitol went to the dogs Wednesday, service dogs that help people with disabilities.

Lawmakers debated a bill that would make it a crime for anyone who violates the rights of people using them.

Senate Bill 1166 would amend existing law governing service animals by allowing business owners to remove animals that are out of control.

Specifically the bill would allow a removal if the animal is out of control and the handler does not take action to control the animal, and if the animal is not housebroken. Service animals must also be on a leash, harness, or other tether.

Lawmakers are also targeting people who claim their pet is a service animal when the animal may or may-not be trained as such.

The bill was reviewed by the Senate Natural Resources Committee and passed 6-0. It now goes to the Senate floor.
