Owner refuses to fix A/C problem at apartment complex, city officials hand out citations

PHOENIX (KSAZ) - Residents at Cimarron Springs Apartments in Phoenix have been without air conditioning, but the owner of the complex refuses to help.

Now, the City of Phoenix showed up to give out citations.
