"It's tragic, I feel for everybody involved, it's a horrible loss of life," said Mark, a local resident.
Sgt. Jonathan Howard with Phoenix police says the incident happened at around 4:30 a.m. when a woman arrived for work and parked her pickup truck in the parking lot near Central and Thomas.
The preliminary investigation indicates the driver entered the lot and struck an object she believed was debris as she parked her vehicle, according to Howard.
About an hour later, a passerby called police to report that someone was underneath the pickup truck.
"It's just a tragedy, I feel for both sides, both families," Mark said.
Mark says he spends the beginning of his mornings at this intersection and is familiar with the area, adding that it's imperative to be cautious.
"Unfortunately, we have a lot of homeless people in this place, part of it, I think, is we have good weather, but you have to be careful," he said.
According to Sgt. Howard, the man who was killed was wrapped in blankets and not immediately recognizable as a person without close inspection. Police say the man was possibly homeless.
The Maricopa County Medical Examiner's Office will determine the cause of death
