Family speaks out about death of young child

Family members of a 22-month-old baby girl who died while in the custody of her step-dad say they had no idea there was an allegation of abuse months earlier.

They say the Department of Child Safety should have done more to protect her.

"Just a baby, so innocent, sweet loving, she's our little angel," said Tiffani Giebel.

Joylynne Giebel or Jojo would have celebrated her second birthday in August, instead her life was cut short. Police say her stepfather killed her.

"She was just walking in the room, and she would just brighten up," said Matthew Dwyer.

"She was always happy, she could make anyone happy," said Giebel.

Andrew Isaacs told authorities he was rough housing with Jojo while her mom wasn't home. When her mom got home, Isaacs allegedly claimed Jojo fell. Detectives say after questioning he confessed to smacking her in the mouth and head. 

During his first court appearance, he told the judge what happened.

"I totally understand that I was playing too rough," said Andrew Isaacs.

DCS got a hotline complaint that Jojo was being abused by her step dad. A DCS worker tried unsuccessfully to contact the family one time. Jojo's mom and aunt wish DCS would have let them know an allegation like that was made. Now her mother is planning the young child's funeral.

"She loved that little girl, I can't imagine what she is going through. Her mom loved her more than anything in the entire world; she was her little princess," said Giebel.

DCS is now reviewing the case to find out exactly what happened. Jojo's family has setup a GoFundMe account to help with funeral expenses.
