Authorities: Fatal Hit-and-Run Driver Was Heavily Medicated

Details are coming out about the circumstances of a hit-and-run accident that left a Peoria teenager dead over the Halloween weekend.

Police paperwork reveals that 23-year-old Laura Flanders was driving under the influence of prescription drugs.

She told detectives she was so high, she drank nail polish without even realizing it -- until she threw it up later.

Flanders drove her SUV, all four wheels, onto the sidewalk at 42 miles per hour, hitting 18-year-old Joey Romero. He died as a result of his injuries.

He was walking home from his job at the 99 Cent store near 83rd Ave and Thunderbird on October 29 when he was struck. According to court documents, she did not even stop, and thought she hit a tree or a pole.

The driver fled the scene and she was later identified through tips from the public. Her vehicle was impounded for evidence and was arrested on Wednesday.

She was charged with manslaughter and fleeing the scene of an accident.
