Man Charged In Cold Case Murder Of NJ Teen 23 Years Ago

Atlantic County prosecutors say a man was charged with murdering a 15-year-old boy 23 years ago after he turned himself in to police.

Steven L. Goff, now 41, of Hillside Avenue, surrendered Monday morning at the Galloway Township Police Department, authorities said.

Prosecutors say he allegedly stabbed 15-year-old Frederick Hart, of Galloway, multiple times with a knife in the woods behind the Clubs Condominiums on May 7, 1990.

Hart was reported missing the day after the murder. It was December of 1991, more than a year and a half later, when a hunter discovered Hart's remains in the woods.

The cause of death was unable to be determined from the remains, prosecutors said.

On Tuesday in court, Goff appeared eager to admit to the killing of Hart.

Prosecutors are not saying why it took him so long to come forward.

Al Rickel, a friend of Goff, says for years Goff hinted he had a dark secret. Rickel says he had no idea the secret was in reference to a murder.

Goff remains in custody pending an indictment on $1 million bail. In court, he told a judge he did not plan to hire a lawyer and waived his right to a public defender.
