MOUNT EPHRAIM, N.J. -

Hours of soaking torrential downpour, the largest ever recorded in the Philadelphia area, has led to at least 12 vehicles being stranded along I-76 in Camden County.

Two to three feet of water was under the overpass, shutting down traffic in both directions.

"Like somebody took a big bucket and poured it on top of the car," says a witness.

More than half a foot of rain came fast. Too fast for drivers on I-76. One guy thought he could make it through rising flood waters. It turns out he was wrong. His car got stuck.

Just minutes after talking with him, the waters got so high that Bell Mawr fire fighters were called out with a rescue boat to get him and a passenger out.

"There was a lot of people stuck there, and they all got pushed through. But because my car is dead, I couldn't move," says Desiree Cooney of Northeast Philadelphia.

Dale McGarry was one of the stranded drivers. The afternoon deluge had him literally bailing himself out.

"The water started actually coming in under the door and I was about ankle deep inside my car," says Dale McGarry.

Those who didn't get stuck in the water were stuck in a five mile back up for hours.

"The rain hit so hard that it just filled up so quick," says John Sheridan of Ridley Park.

Then, finally, a break. There were cheers, and then the convoy of tow trucks.

After about three hours, the rain waters subsided and I-76 was finally open to traffic. But not before fraying a lot of nerves and costing some people a lot of money.
