NJ Trooper Arrests Convicted Sex Offender On the Run for 25 Years

New Jersey State Police have arrested James Wade Barclay, a convicted sex offender that was on the run for 25 years. The arrest ends the hunt for one of New Jersey's top 12 fugitives. New Jersey State Police have arrested James Wade Barclay, a convicted sex offender that was on the run for 25 years. The arrest ends the hunt for one of New Jersey's top 12 fugitives.

In September of 1989, Barclay was arrested in Cinnaminson Township, Burlington County, for sexually assaulting a 10-year-old child. The victim was assaulted multiple times during a period of two years. Barclay was arrested and charged with Aggravated Sexual Assault and Endangering the Welfare of a Child. He pleaded guilty to the charges; however, he failed to appear for sentencing in Burlington County, in September of 1991. 

"He just lived this second life," said Lieutenant Mark Rowe. But that second life ended when police got a tip two weeks ago about Barclay's whereabouts. He was working as a tractor trailer driver and changed his name to James Toryone.

"When he got a social security card he was able to get a CDL and able to get a job. He bought homes, two handguns, a rifle and cross bow," said Lieutenant Rowe.

For three days members of the Fugitive Unit dressed in camouflage and set up surveillance. Saturday they arrested Barclay sitting in a parked tractor trailer at a rest stop on Main Street and Route 30 in Boswell, Pennsylvania.

"I said are you relieved after 25 years? Are you relieved not to look over your shoulder because it's over? I was expecting him to say yes, but he said no, not really. I wish we could go a little longer," said Lieutenant Rowe. Investigators now fear there could be more victims.

Barclay will be brought back to New Jersey to face charges.
