Man arrested after alleged high-speed, fatal rollover

PHOENIX (KSAZ) - A 29-year-old driver was allegedly speeding through the intersection of 24th Street and Baseline  when he lost control and rolled the vehicle. He was arrested after his passenger was pronounced dead.

Marcos Antonio Payan was driving with his cousin, 31-year-old Leonardo Carrizoza, when he lost control of his vehicle after driving over a dip in the road on Tuesday morning.

A police report states the vehicle spun, crossed over the median and began to roll.

The vehicle eventually collided with two trees and Carrizoza was ejected. According to police, he wasn't wearing a seatbelt.

Payan had minor injuries and was taken to a hospital for observation.

Carrizoza was reportedly found unconscious and was transported to a hospital where he later died.

According to the report, Payan accelerated to about 60 mph as the light was about to turn to yellow.

Payan allegedly told police he knew the vehicle's front shock absorbers needed to be repaired.

In addition, Payan also told police his driver's license has been suspended for the last seven to eight years.

The report states the vehicle's event data revealed Payan had been driving over 80 mph, topping out at 102 mph.

Payan faces a reckless manslaughter charge.
