Man arrested for 2019 Phoenix murder

Kevin Ramirez was 15-years-old when he allegedly killed 18-year-old Ethan Devrivera, who was found shot in his car near 71st Avenue and McDowell Road. Investigators say Ramirez fled to Mexico after the shooting.
