Phoenix city pools now open, but some remain closed due to lifeguard shortage

City of Phoenix officials could not open all 29 of the city's public pools due to a lifeguard shortage, but at least some of the pools are open in time for Memorial Day. FOX 10's Irene Snyder reports.
