Mother of man accused of shooting Phoenix PD officer says she's sorry for her son's alleged actions

The mother of 29-year-old Joseph Lopez, who is accused of shooting a Phoenix Police officer, says the jail system has failed her son and his mental health issues have gotten the better of him as he's previously been jailed. She says she's sorry for his alleged actions.
