Williams plane crash: NTSB releases report

The National Transportation Safety Board says the small plane appeared to lose altitude and stall before it crashed on Oct. 17, killing all three people on board. Witnesses reported seeing the aircraft flying low with its wings rocking. The plane was registered to a flight school in San Diego.
