Tempe residents speak out on controversial rules

It was a late night at Tempe City Hall, as members of the city council passed new regulations at 1:19 a.m. on July 2, after hours of public testimony. The rules, which involves permit for gatherings, has generated a degree of controversy. FOX 10's Steve Nielsen reports.
