Bomb threat came from man turning over military device

Reports of a bomb threat on Thursday at the Papago Park Military Reservation near 54th Street and McDowell Road turned out to be a man in possession of what he believed to be an explosive. Police say the man drove to the military base to turn the device over to authorities.
