NTSB: All states should require bicyclists to wear helmets

The National Transportation Safety Board is pushing for a nationwide helmet law following a spike in deadly crashes. Just last year, nearly 860 bicyclists died in crashes involving a vehicle, which is up by 6% from 2014.
