Phoenix couple's home gets big makeover after devastating flood

Times have been pretty tough for Frank and Rosie Ortiz. The couple has lived at their home on East Jones Avenue since the 1950s and have experienced a number of trials with Frank's health, including cancer, dementia and PTSD.
