Phoenix freeway concrete wreck cleaned up; ramps reopen

Ramps between Interstate 17 and the eastbound Loop 101 freeway in north Phoenix are open again after crews cleaned up debris from a Thursday morning wreck in which a tractor-trailer rig rolled over and spilled its load of concrete. The Arizona Department of Transportation says all restrictions have been lifted.
