Andy Anderson is someone who spent 37 years with the Phoenix Police Department. He's a retired assistant chief, and knows how difficult an incident can be on an entire department. "This is unprecedented, and it's tragic," he remarked. "I'm sure that it's the negativity toward law enforcement recently that is affecting that."
