Chandler one step closer to improved animal welfare rules

The city of Chandler is on its way to passing new rules on animal abuse and hoarding. It comes after a dog hoarding case that made national headlines. 55 dogs, some of them dead, were found inside one small home. FOX 10's Marissa Sarbak has the details.
