Vince Lewis with the Phoenix Police Department, 32-year-old Fernando Magaz Negrete, an employee at a Southwest Key facility located near 27th Avenue and Campbell Avenue, was arrested after a witness said he inappropriately touched a 14-year-old on July 25.
