Judge upholds ban on pet breeders

A judge upholds a Phoenix city ordinance, banning pet stores from selling dog or cats from breeders

Phoenix enacted the law to crack down on puppy mills. But the law was challenged by a pet store, "Puppies 'N Love."

The judge ruled that the store worked hard to ensure that its puppies had been raised in humane and caring environments, but that it was not the court's place to judge the fairness of the city's ban.
