Olivia was in the back seat of her parent's car as three vehicles were racing along Lake June Road in the Pleasant Grove neighborhood of Dallas.
One of the cars that was street racing crashed into the family's vehicle as it was crossing the street onto Rain Forest Drive.
Olivia was thrown out of the vehicle and later died.
"She just brought joy into everyone's life. She was a happy person, real joyful," Marco Mendez said. "She made a big impact on everybody, not one person could say something bad about her."
Her mother and sister, who was in a car seat, were also injured. They were in critical condition but are now out of the hospital.
The driver of the car that hit the family was checked out at a hospital and then arrested.
Police were also able to find the two other drivers who were involved in the race. They could face charges.
