Pennsylvania Gov. Josh Shapiro says Norfolk Southern will pay millions of dollars to cover the cost of the response and recovery in Pennsylvania after a derailment of a train carrying toxic chemicals across the border in Ohio.

Officials confirmed Sunday afternoon that no hazardous materials were involved in the derailment.

"I was right there and I was playing on my phone and then I heard a loud bang. And when I heard the loud bang, I started recording," Shawn Heaton said. "When I heard the bang, there was all kinds of debris and metal shoot out from under the cars and that's when I started recording and you could see them start jumping off the tracks."

Ohio police found five bodies when they arrived at the home to serve an eviction notice.

The bipartisan legislation would subject all trains carrying hazardous materials to additional safety regulations and state notification requirements, and increase penalties for violations.

The toxic waste still at the site of the East Palestine train derailment will begin shipping this week to two approved sites in Ohio.

The temporary halt in the clean-up step came after officials had heard concerns from residents and others in a number of states.

“This process of dumping toxic waste in communities without prior notice to local cities and counties has to stop,” Congresswoman Sheila Jackson Lee said via Twitter.
