Gov. Scott in Tampa to discuss $500 million school-safety improvement plan

"I'm an NRA member, a supporter of the 2nd Amendment, and the 1st Amendment, and the entire Bill of Rights, for that matter. I'm also a father, and a grandfather, and a governor," he said during Friday's press conference. "We all have a difficult task in front of us: Balancing our individual rights with our obvious need for public safety."

The anticipated $500-million price tag of Scott's plan might mean cuts to other programs or the elimination of tax cuts, the governor warned.

Scott will highlight his plan during a press conference at the Hillsborough County Sheriff's Office at 9:15 a.m.

Florida Governor Rick Scott will be in Tampa on Wednesday morning to discuss his major plan -- estimated to cost $500 million -- to keep students safe.

Scott announced the sweeping plan on Friday following a series of emergency meetings with with law enforcement officials, school administrators, teachers, mental health experts, state agency leadership, and students from Marjory Stoneman Douglas High School.

The plan includes:
- School building improvements
- Creating a "see something, say something" hotline
- Adding more ways to keep guns away from people struggling with mental illness
- Eliminating gun sales to anyone under 21 years old
- Banning the use of 'bump stock' modifications
- Making school resource officers mandatory in all schools at a rate of one officer per 1,000 students
- Requiring annual active-shooter drills for all schools.
