The southbound lane of Highway 1 near Monterey, California crumbled into the ocean following heavy rainfall. A 45-mile stretch of the highway is closed. State officials say as many as 1,600 people living in the area may be stuck. Convoys will lead essential travelers through the stretch so they can get out. It's unclear when the highway will reopen.
