Better Chance Rescue volunteers say Chowder's condition worsened and he had to be euthanized. Chowder was dehydrated and emaciated when he was brought to their shelter. Chowder weighed 16 pounds when he was found, and he should have weighed about 60 pounds, the rescue said. Surprise Police are investigating the incident.
