The shooting, which happened in July, came after a confrontation between police officers and Arnold Serrano. Serrano reportedly drove an RV off after an encounter with officers. The RV crashed through a gate, hit a parked car, and then went toward a police lieutenant who opened fire, striking Serrano. FOX 10's Justin Lum reports.
